The other half of Britain's carbon footprint

You have probably heard the line before, usually in a speech or a headline. Britain has halved its climate pollution since the 1990s. It sounds good, and in one important sense it is true. Coal has gone from the grid. Homes are slowly getting warmer for less energy. There are wind turbines where there used to be power stations.


There is also a second number, published by the same government, that almost never makes it into the speeches. It counts the pollution caused by everything Britain actually buys, including things made in other countries and shipped here. On that measure, our pollution has fallen by only around 15% (Defra, UK carbon footprint to 2023).


Both numbers are honest. They just answer different questions.

Two ways of counting the same country

The famous number, the one that has halved, counts only the pollution released inside British borders. Chimneys, exhausts, boilers, power stations. If it happens here, it counts. If it happens somewhere else, it does not.


The quieter number does the opposite. It follows the shopping. A jumper stitched in Bangladesh, a phone assembled in China, a sofa built in Poland, a lemon flown in from Spain. Wherever the pollution was made, if a British household or business paid for the thing at the end, it goes on our bill (Defra).


Neither method is wrong. Reading only one of them is.


If a country makes most of what it uses, the two numbers stay close. If a country buys most of what it uses, they drift apart. Britain used to be the first kind of country. Over the last thirty years, we have quietly become the second.

What the shopping actually shows

More than half of the pollution caused by British life now happens outside Britain. In 2023, imported goods and services made up 53% of our total climate footprint, up from 31% in 1996 (Defra).


The countries that show up largest in that figure are the ones that make things for us. In simple terms:

  • Around a quarter of our imported pollution comes from China, the source of a huge share of British electronics, clothing, homeware and manufactured goods.

  • Another fifth comes from the European Union.

  • Smaller but growing shares come from India and other Asian manufacturing economies.

  • Imports from the United States account for a smaller amount, mostly heavier industrial goods and services. Source figures: Defra.


There is a familiar instinct, when people see the China figure, to conclude that the problem lies over there. It is worth sitting with that thought for a moment. The factories in question are not producing things for the Chinese to use. They are producing things for us, priced for us, shipped to us, bought by us.


Independent studies going back to the mid-2000s have found that up to a third of Chinese industrial pollution in any given year is driven by demand from consumers in richer countries (study via NIH). India and other Asian manufacturers follow a similar pattern on a smaller scale.

The pollution is real. The question is whose name it should sit under.

What has really happened since the 1990s

Some of Britain's progress is genuine, no asterisk needed. Coal is essentially gone from the power grid. Cars have become steadily more efficient, even as the fleet has grown. Homes leak a little less heat than they used to. Landfills release less methane. These are honest reductions that show up in the air, not just on a spreadsheet.


At the same time, most of the country's heavy industry has moved. Steel, cement, chemicals, textiles, electronics, appliances, furniture. Things that used to be made in Sheffield and Stoke and Manchester are now largely made abroad and brought back in on container ships. The work moved. The demand did not.


This is not a conspiracy. It is what happened, quietly, across three or four decades of globalisation. Nobody in government decided one morning to move Britain's pollution to Asia. It moved because that is where the goods got cheaper. The pollution went with them.


The result is that some of what looks like a British emissions cut, in the headline figure, is actually pollution that moved rather than pollution that disappeared. Not all of it. But more than the speeches suggest.


Even Britain's own official climate advisers acknowledge this in plain terms. The Climate Change Committee, the body that advises Parliament, has said that reductions inside our borders must not be "just offset by higher emissions in other countries from producing UK imports" (Climate Change Committee, 2025).


That is the sober version of the thing we are all sort of aware of when we look at how much of our lives comes wrapped in a shipping label.

Why blaming other countries misses the point

It would be easy, from here, to slide into an argument about who is at fault. That argument has been running for years, mostly on television, and it produces very little. 


The more useful thought is quieter. Britain, like most wealthy countries, buys more than it makes. That is not a moral failing. It is a description of how a modern service economy works. But it does mean that the pollution behind our lives is not always in the places we look for it. Some of it is in the fields where our food is grown. Some of it is in the factories where our clothes are stitched. Some of it is in the mines where the minerals for our phones are dug up. Almost none of it is visible from a British high street.


That makes the problem harder to see, and harder to solve, than a national target implies. It also makes it a more personal problem than the political conversation usually admits. The pollution we cause is not only decided by our government's energy policy. It is also decided by what we buy, how often we replace things, what we throw away, and what we eat.


None of this is a reason for guilt. It is a reason for a slightly more honest picture.

What this means for ordinary decisions

You cannot fix a global economy from a kitchen table. But it does change what a genuinely useful question sounds like.


Instead of "which country is the villain?", the more helpful questions are things like:

  • Do I need this new one, or does the old one still work?

  • If I do need to replace it, is there a version made closer to home, or one built to last?

  • Is this piece of clothing something I will wear for years, or five times?

  • Am I eating food that travelled a long way for no particular reason?

  • When a company tells me it is "carbon neutral", has it actually counted the things it buys as well as the things it makes?

That last one matters more than it sounds. Many companies, until quite recently, reported only the pollution from their own buildings and vehicles. The much larger part, the pollution baked into what they bought from suppliers, often did not appear anywhere. The rules have tightened, and the better standards now expect companies to include supplier pollution in their total ( Greenhouse Gas Protocol). But not every organisation that uses the word "neutral" is measuring on the same basis.

It is a fair question to ask.

A quieter thought to end on

There is a version of the climate story that turns into a search for a country to blame. It is loud, and it very rarely changes anyone's mind. There is another version, closer to home, that starts by noticing what actually arrives in a British port on any given morning. Containers of clothes, containers of electronics, containers of furniture, containers of food. Behind each one is a chain of factories and farms and lorries and ships, and behind them, the pollution that made them all possible.


Britain has done real work at home. Britain has also, without meaning to, exported a large share of the problem. Both things are true. Holding them together at the same time is not pessimism. It is what an honest look at the numbers actually shows.


The useful next step is not louder blame. It is a slightly more careful set of choices, at home and at work, and a fair question, now and then, for the companies asking us to trust their claims.

Has Britain really halved its climate pollution?

On one measure, yes. The pollution released inside Britain's borders fell by about 50% between 1996 and 2023, with a further small drop in provisional 2024 figures. On the other measure, which counts the pollution caused by everything Britain buys including goods made abroad, the fall is only around 15% over the same period ( Defra; Climate Change Committee, 2025).

How much of Britain's pollution now happens abroad?

More than half. In 2023, 53% of the pollution caused by British consumption happened outside the UK, in the factories and farms and supply chains that make what we buy. That is up from 31% in 1996.

Is China really responsible for a quarter of Britain's imported pollution?

Yes, but it needs one honest caveat. Around a quarter of the pollution embedded in things Britain imports does happen in China. Those emissions are not caused by things Chinese people are using themselves. They are caused by things being made for British and other Western buyers. Studies over many years have shown that a significant share of Chinese industrial pollution in any given year is driven by demand from richer countries ( research summary via NIH; Defra).


What can an ordinary person actually do about this?

There is no single answer, and anyone who offers one is oversimplifying. In practice, the things that most reduce the pollution behind a British life tend to be the ones that also reduce cost and waste over time. Keeping things longer. Buying less new. Repairing where possible. Eating less food that has travelled a long way for no reason. Asking companies fair questions about what their climate claims actually cover. None of these are dramatic. Together, they add up.

How do I tell if a "carbon neutral" claim is genuine?

Look for three things. First, that the company has counted more than just its own buildings and vehicles, including the pollution from its suppliers and the products it sells. Second, that any climate projects it has paid into are listed on a recognised international registry, not only described on its own website. Third, that the numbers, the projects and the certificates are published somewhere you can actually look at them. If those three are in place, the claim is at least measurable. If any are missing, it is worth asking why.
